“Deregulated” just means that the state of Texas unbundled the "poles and wires" charges from the “retail energy rates.” The poles and wires company is an altogether different operation from the energy trading desk that buys energy in the form of natural gas and other commodities and resells it as electricity to commercial and residential customers. Now that the rate is unbundled, any new Texas electric company can start a business selling energy retail to customers with the same company that has always owned the "poles and wires" still owning them and serving them.
