Either air leakage or mechanical ventilation should provide fresh air to a building at the minimum ventilation rate of 15 CFM per person or 0.35 air changes per hour, whichever is greater. Depending upon air leakage is unreliable because the pressures that create air leakage change with the wind and outdoor temperatures. Although it is hard to make an existing home tight enough to cause ventilation problems, it is certainly not impossible.
